A site evaluation is the first step in obtaining a permit for new site development utilizing a septic system. The purpose of the evaluation is to identify the best location and type of system for the site. Click here for information on Subdivisions.

Installation permits are issued for construction of new sewage disposal systems to serve new site development. A favorable Site Evaluation for the property must be completed and issued before applying for an Installation permit. An owner of a property may install their own sewage disposal system. If you intend to do so, please contact our office so we can provide you with additional information and consultation.

Repair permits are required for repairing or replacing failing sewage disposal systems that serve existing facilities.

Authorization Notices are evaluations of existing sewage disposal systems to determine if the system is adequate for a specific proposed use, prior to making connection to or changing the use of the system.

We evaluate and report on existing sewage disposal systems when needed. These reports are provided in certain circumstances such as when a piece of property is being divided or as a service to buyers, sellers, or lending institutions. When a property is being divided, evaluations are done to ensure that the sewage disposal system is entirely on the correct parcel and that adequate area remains for a replacement system in the event it is needed.

Permits expire one year after the date of issuance and may be renewed or reinstated by the original permittee. They must be renewed or reinstated within one year of the expiration date of the permit.

Permits may be transferred from the original permittee to a new property owner if the transfer is completed before the original permit expires, and no changes in the permit are needed. Otherwise, a new permit is required. A transferred permit carries the same expiration date as the original permit.
Onsite program fees are subject to change on July 1 of each year.

Any person (except for the property owner) involved with the installation or construction of an on-site system or involved with the grading, excavation or earth-moving work associated with an on-site system must be licensed and bonded as an Installer by the Oregon Department of Environmental Quality.
Search the Department of Environmental Quality (DEQ) database for actively licensed installers by County.
The requirements governing the siting and construction, alteration, repair, operation, and maintenance of onsite wastewater treatment systems are established in Oregon Administrative Rules (OAR) 340-71 and 340-73 and Oregon Revised Statutes (ORS) 454 and 468B.
Property owners are responsible for the operation and maintenance of their septic systems. A properly designed, constructed, and maintained onsite system can provide years of trouble free service. The following links may provide you with useful information on the care of your system.
If your system is an Alternative Treatment Technology or a commercial system utilizing a Sand Filter or Recirculating Gravel Filter, you are required to maintain a service contract with a Licensed Service Provider for the life of the system.
This also applies to residential systems that utilize a sand filter or pressurized distribution if the system was permitted after January 2, 2014.
Alternative Treatment Technologies are also subject to a Time of Transfer Evaluation at the time of sale.
