Tobacco Prevention and Education Program
Overview
The focus of Linn County Tobacco Prevention and Education program is to eliminate and reduce exposure to secondhand smoke and to promote quitting along with monitoring and ensuring compliance with Tobacco related state laws and local ordinances.

Tobacco facts for Linn County*
- 18,086 adults in Linn County smoke regularly
- 4,613 people suffer from a serious illness caused by tobacco use
- 236 people die from tobacco use (23 % of all deaths in this county)
- Over $37 million is spent on medical care for tobacco-related illnesses
Tobacco Use during pregnancy*
Since 1993 the percentage of infants born to mothers in Oregon who used tobacco while pregnant has decreased 37 percent.
The smoking rates for pregnant women in Linn County are much higher as compared to the state. (20% in Linn County vs. 12 % in the State of Oregon).
Smoking while pregnant has been associated with birth and delivery problems, low birth weight, abnormal blood pressure, SIDS, and respiratory disorders. For further information go to LUNG USA.

How to protect from Second hand smoking
The Surgeon General concluded that there is no safe level of secondhand smoke. Secondhand smoking is a serious health hazard that causes premature death and disease in children and nonsmoking adults.
- Do not smoke around children, pregnant women, the elderly, or other persons with respiratory disorders
- Talk with your friends, family members, and children about the dangers of secondhand smoke
- Make sure your child's babysitter, daycare or school is smoke free
- Do not allow smoking in your home or car
- If you smoke, make a plan to quit
Oregon's expanded Smoke Free Workplace law
The Oregon Smoke Free Workplace law went into effect Jan 1st 2009. This law protects employees, customers and visitors from breathing secondhand smoke. The law applies to any business or organization that has one or more employees or is ever open to the public. This law expanded the list of indoor workplaces required to be smoke free.
In addition, smoking is not permitted within 10 feet of any entrance, exit, window or air intake vent.
The Health Department is responsible for the implementation of this new law in Linn County. Resources are available at Linn County relating to the law and its implementation. As an employer, it will be our responsibility to ensure that our workplace is smoke free.

Land lord disclosure of smoking status
This law is going into effect as of Jan 1st 2010. It requires landlords to inform potential tenants, in writing to disclose the smoking status of rental housing property.
It gives the renter the power to make informed decisions about their living situation and protects landlords from potential renters wishing to back out of lease agreements. For a detail description of the bill please click here: HB2135

Free Quit Line
- It dramatically increase the chances of success of quitting tobacco
- The friendly, confidential coaching is tailored to callers whether they are considering quitting, actively quitting, needing a little help to stay quit, or supporting someone else to quit.
- Special materials are available for youth, pregnant women, and Spanish speakers.

Hospital Based Cessation Programs
Samaritan Health Services
A four-week class series to help you develop healthy lifestyle changes, set a quit date, and create a plan for stopping your cravings. An ongoing support group is available to you as long as you need it! You may start the series at any time, however, pre-registration is required and you will need a physician's referral for this program.
Cost: $115. Covered under Oregon Health Plan, Samaritan Select Health Plan, and Samaritan Advantage Plan.
