Ryan White CARE Act Health Advocacy Program

Resource and support services for HIV+ people who live in Linn County

The Ryan White CARE Act of 1990 is federal law that provides funding to each state to provide services and support for HIV+ people.  In Oregon, each county or service area is allocated a portion of the state funding. Each county, then, offers services to its HIV+ residents.  (Programs and services may vary among states and counties.)

Our Mission

To assist and guide people Linn County residents who are living with HIV/AIDS to manage their disease in ways that help them obtain and maintain their optimal levels of health, well-being and self-sufficiency.

Our Guiding Principles

  • To offer our services to any Linn County resident who desires to participate in and who meets the diagnostic and financial criteria for County’s Ryan White  CARE Act Health Advocacy Program.
  • To focus our time and resources in accordance with our service delivery priorities by:
    • facilitating access to medical care, medications and health insurance;
    • connecting clients with outside services for health-related and other support needs;
    • providing support and direction for emergency assistance.
  • To refer our clients to those with the most expertise and/or resources to assist them to meet their needs.
  • To provide our services in full compliance with the policies and regulations of our funding sources and supporting agencies.

Client Services Provided

Services vary depending on client income and available resources.

Our services are prioritized to help our clients obtain:

  • Health insurance coverage for medical care and with adequate prescription benefits for ATV (antiretroviral) therapy (HIV medications).
  • Emergency access to ATV therapy.
  • Health insurance coverage with prescription benefits for non-HIV medications.
  • Transportation to medical care and HIV support services.
  • Connection to State HIV-Client Services programs that help with insurance CAREAssist, housing (OHOP), etc.
  • Referrals to other agencies that clients can contact for help with utilities, rent, food, employment, counseling, etc.
  • Emergency financial assistance Ryan White funds cannot be used on a regular basis to pay rent, pay utility bills, dispense food vouchers dispense transportation vouchers. However, in emergency situations, Ryan White funds can be used for limited financial assistance during a time when unexpected expenses make it difficult to meet financial obligations.
  • Timely intake assessments for all new clients and annual re-assessments for established clients (as required by the State to maintain funding for Ryan White services).
